E-learning Community Policing for International Police Advisors

Presentation of the open access tool; a 4-module e-learning course for International Police Advisors developed by the Norwegian Police University College, a delivery to the Horizon 2020 EU-funded research project "Community based Policing and Post-conflict Police Reform" (ICT4COP).
The course and the supplementary downloadable "Work Book" are aimed for international Police Advisors. But the course will also be beneficiary for military personnel, international civilian actors as well as civilian organizations and/or individuals from host society engaged in a police reform.

Tor retired from march 2021 after 45 years of service and is still engaged part time by the Norwegian Police University College.

He conducted several international missions, Bosnia and Herzegovina (UNMIBH) from 1997, Sierra leone (UNAMSIL) from 2002 Twice in Afghanistan first time from 2005 in a bi-lateral Norwegian-Afghan project (NORAF) and from 2011 as an advisor to UNAMA. In 2007 Tor was deployed to Ache province in Indonesia on a Norwegian – Indonesia bi-lateral police advising project on Human Rights. From 2015 till late 2016 Tor was part time deployed as police representative from Ministry of Justice and Security in Norway to a bilateral mission of Legal Experts to Ukraine.

Tor has also participated as a police member to the annual governmental “Norwegian-Indonesia Human Rights Dialogue” delegation three times 2009 -2010 and 2011.

Since 2013 Tor was a member of the international Management Team responsible for the annual “Senior Strategic Police Advisors Masterclass on Security Sector Reform”, Due to the Covid-19 pandemic the courses 2020 and 2021 was cancelled, but is now scheduled for 2022 in Germany.

2015-2017 Tor chaired the working group “Police Training and Education” of the EU-funded research project “Community Based Policing and Post Conflict Police Reform” (ICT4COP) coordinated by prof. Ingrid Nyborg, Norwegian University of Life Sciences. During the entir. He chaired the 50 individual strong Police Experts Network group established to assist the research project and was instrumental in developing the e-learning course “Community oriented Policing for International Police AXAlldvisors”.
