I defended my Ph.D. thesis on ‘Legal regulation of electronic surveillance’ in 2020. My Ph.D. research required an interdisciplinary approach and analysis on number of fields of law: privacy and data protection, criminal procedures law, European Union (EU) and international law, cyber security law as well as knowledge in technology and innovation.
At the moment, I continue to do research on privacy and cyber security law by participating as an expert in EU R&D projects funded by EU research program H2020. Namely, SPARTA, EU-HYBNET, STARLIGHT, GRACE, SECURIT, Tools4LEAs projects. However, my primary focus is to complete a national R&D&I project ‘Development of the National Ecosystem for Recognition and Analysis of Information Impact (NAAS)’. The results of the NAAS project are of strategic importance to Lithuania. Therefore, we expect results of this project to be used at national and EU level for unarmed defence operations (combating disinformation, fake news and related cyber threats), military and law enforcement training, innovation uptake (sand-box for technologies testing) and education for universities.

Innovative NAAS ecosystem to fight desinformation and related online threats

Desinformation and related online threats (eg. hate speech, hacking, hybrid threats) is powerful tool to influence, manipulate and rule society. Both technological tools and human factors are important in countering it. Two Lithuanian universities – LKA and MRU – develop National Science and Studies Platform for the Recognition and Analysis of the Information Security and Information Threats (NAAS), which address above mentioned factors. The newly developed NAAS platform will integrate technological, software and methodological instruments and shall be used for training and research. Additionally, NAAS will contribute to more effective mitigation of the impact of hybrid threats at the national and international levels by ensuring public security. Not only the NAAS platform is innovative but also the method (pre commercial procurement) of developing it. Thus makes NAAS unique and much expected by security practitioners.
